Maharashtra targets 11% growth rate of GDP
Demands to consider some projects as “National Projects”

New Delhi, Oct. 22 --  Maharashtra Chief Minister Prithviraj Chavan today reiterated the State’s commitment for higher growth rate of GDP during the XIIth Five Year Plan (FYP) and also demanded to consider some State projects as National Project. He was speaking at the Meeting of the National Development Council being held here at Vigyan Bhavan. The Prime Minister Dr. Manmohan Singh presided over the meeting and was attended by his cabinet colleagues.  Ajit Pawar, Dy. Chief Minister, Baba Saheb Kupekar, Chairman, State Planning Board  and Ratnakar Gaikwad, Chief Secretary attended the meeting.

Mr. Chavan said that based on the State’s past performance, it is proposed to have a GSDP growth target of 11% which includes a 5% growth in Agriculture and 12% in Industry and Service Sector.  He requested the Centre to consider the proposed Mumbai Trans-Harbour Link, Navi Mumbai International Airport and Pinjal-Damanganga Water  Supply Project, Lower Pengaga and Jigaon Irrigation Projects as National Project for financial support.

          As regards irrigation, Maharashtra has only 17% developed irrigation potential against the national average of about 40%.  The irrigation back log in the Vidarbha Region of the State may be given priority so that an additional area of 3,25,000 hectares can be used for cultivation which in turn will contribute to a higher agricultural growth. He informed the meeting that in Maharashtra, there are some inter sectoral inequalities and a Committee set up under Dr. Vijay Kelkar will examine the extent of Regional Imbalance. 

          The CM requested the Centre to reward the State with higher allocation and relaxed norms under the Accelerated Irrigation Benefit Programme (AIBP). He appealed that all Minor Irrigation Projects, other than DPAP and Tribal Area,  may be included under AIBP and the share for projects in Non-DPAP and Non Tribal Areas may be increased from 25% to 50%.

          For enhancing agriculture income, Prithiviraj Chavan suggested a consistent marketing and export policy for essential commodities like Cotton, Sugar and Onions so that farmers can take informed decisions while marketing their produce.
                                              
With regards to Energy Security, he urged that the Ministries of Power, Coal and Environment should work in tandem to ensure smooth supply of quality coal for all the generating companies.

          He urged the Centre to initiate a new corridor on the Central route such as Delhi-Nagpur-Hyderabad so that growth opportunities in less industrialized areas in Vidarbha and similar areas in other states can be benefited.  To curb the Left Wing Extremism in the State, he requested the Centre to expedite the approval for  new vital railway links like Wadsa-Desaiganj-Gadchiroli and Gadchandur-Adilabad Line.

          As the urbanization is to touch the 50% mark in the State, he urged that JNNURM II be launched in more cities – both the mega as well as small and medium towns.  The State has identified 400 Gram Panchayats with a population of more than 10,000 as potential centres.  A reform linked programme on the pattern of JNNURM may be designed to develop for such growth centres in the XIIth plan, he suggested.

The CM welcomed the Rajiv Awas Yojana aiming for a “Slum Free” cities. However, in a city like Mumbai, over two lakh hutments are estimated to be residing on lands owned by the Central Government and some policy guidelines be made to redevelop and relocate these slums.  He suggested that the salt pan lands under the control of the GOI can be used for relocation of these slums.

The CM urged the meeting to recommend for a separate fund as “special green bonus” for those districts which comes under Forest Conservation Belt so that the strict forest cover norms can be adhered to.
With regard to State Finance and GST, the CM said the State has proposed a plan size of around Rs. 2,87,000 crores for the XIIth Five Year Plan and it is important that a consensus on the subject of Goods and Service Tax is reached at the earliest.   He also mentioned about the different measures the State is taking to improve the  service delivery system.
