MMRDA presents Rs.4,028-crore Budget
Flyovers, Creek Bridges, Road network for metropolitan region,
Additional rail lines and new coaches for suburban railway
Metro, Mono, SCLR, Eastern Freeway, Milan ROB,
Sahar Elevated Road for city this year

Mumbai, March 23, 2013 –  The Hon. Chief Minister and Chairman, MMRDA, Mr.Prithviraj Chavan, during the 132nd Authority meeting, held today, approved Rs.4,028.57-crore budget for the year 2013-14 presented by Mumbai Metropolitan Region Development Authority (MMRDA).

The budget affords Rs.622-crore boost to the Extended Mumbai Urban Infrastructure Project for six flyovers, a creek-bridge at Vasai between Naigaon and Bhayendar and over 90-km of road network in Vasai, Thane, Kalyan, Dombivli, Ambernath, Karjat, Badlapur, Arnala etc. The Authority has also made provision of Rs.20 crores for conducting feasibility surveys for eight new projects viz. Shirgaon-Padgha-Titwala-Badlapur Link (37-km), Kalyan ring road (29.70-km), Bhiwandi ring road (12-km), Neral-Dasturi Naka-Matheran road (8-km), Khopoli bypass road (5.80-km), Mankoli to Motagaon-Dombivli Link Road (3.20-km), Revas-Karanja bridge (1.80-km) and development of NH-4 from Takka colony to Palaspe Phata (1.73-km).

The Authority has consciously made such a large provision for the development of the metropolitan region, for, it is necessary to complement the development showcased by the city today. The Authority believes that the proposed road development along with construction of flyovers and creek bridges will also bring in economic development of the metropolitan region.

The Authority has further allocated Rs.608 crores for the Metro Rail Project with major chunk (Rs.500 crores) spared for the Colaba-Bandra-Seepz Metro corridor and Rs.600 crores for the Mono Rail Project. The first Versova-Andheri-Ghatkopar (VAG) Metro corridor and the first phase of Mono Rail project from Chembur to Wadala are expected to complete this year. The VAG Metro corridor will offer the much needed east-west connectivity and the first phase of Mono corridor will save time and fuel for the commuters on the Chembur-Wadala stretch.
The provision of Rs.500 crores for the Mumbai Urban Transport Project (MUTP) is bifurcated thus – Rs.200 crores have been spared for the completion of the Santacruz-Chembur Link Road, including FOBs, Halav Bridge, service roads, beautification of spaces under the flyover and the resettlement of Tilak Nagar residents. The MMRDA is sure to deliver the Santacruz-Chembur Link Road by the yearend, with all permissions from railways in hand. The work is progressing on a war footing. 

Further, the Authority’s Budget for year 2013-14 has made provision of Rs.300 crores for various rail projects such as 5th and 6th line from CST to Kurla, additional line from Thane to Diva, 6th line from Bombay Central to Borivali and purchase of new EMU coaches

The Authority has allocated Rs.150 crores and Rs.50 crores for the Mumbai Trans Harbour Link and Sewri-Worli connector respectively. The Sewri-Worli connector will help traffic dispersal from and through MTHL. Both these projects are expected to kick start this year once completion of the tender process is achieved. An approval for the Rs.517-crore Sewri-Worli connector and budget provision for Rs.50 corers for the same was sought for and granted by the Authority simultaneously. This step will save a lot of time as far as beginning of the actual construction for both the projects is concerned.

The Authority has spared in all Rs.147 crores for three more crucial projects – Underpass at Kalanagar junction (Rs.75 crores), an elevated road from BKC to Eastern Express Highway (Rs.50 crores) and Kherwadi flyover (Rs.22 crores). These three projects are very critical as far as the connectivity to motorists travelling towards and from BKC, Western Express Highway and Eastern Express Highway is concerned. The easier commute on these routes would also mean savings on time and fuel.

MMRDA is the Special Planning Authority for Wadala TT area which has been receiving special attention. The Authority has afforded a Rs.85-crore impetus for its road network, sewerage treatment plant, utility shifting and beautification. The Authority has also kept its promise by providing Rs.35-crore assistance for installing noise barriers for the flyovers that travel through densely populated residential areas.


The allocation of Rs.117 crores is to facilitate quicker completion of Anik-Panjarpol Link Road and Panjarpol-Ghatkopar Link Road (Rs.55 crores), Milan and the Sahar Elevated Road (Rs.35 crores) which will be completed this year and Andheri-Ghatkopar Link Road (Rs.27 crores ).

The other critical project for the improvement of transport facilities to and from the city is the 126-km long Multi-Modal corridor which will run from Virar (Navghar) to Alibaug. The corridor is being implemented in two phases – from Virar (Navghar) to Chirner (79 k.m.) and Chirner to Alibaug (47 k.m.). The Authority has already finalized preliminary plans through techno-economic feasibility study and the same are being included in the Regional Transport Road Map. The Rs.9,326-crore corridor will – besides the main traffic lanes – have  dedicated lanes for buses, two-wheelers and non motorized transport. The Authority has spared Rs.50 crores for the project this financial year.
